Leger was one of the first to scout countries in Eastern Europe, when the USSR was still in power, finding talent.
He was a scout who never stopped traveling to find the best talent available for teams he worked for including the Edmonton Oilers, New York Rangers and Quebec Nordiques.
He learned to scout during his time in the WHA, with the Toronto Toros and Birmingham Bulls.
Leger also saw the Nordiques through the WHA to NHL transition, from 1979 to 1993, and would join the Edmonton Oilers in 1997.
He would stay in Edmonton until 2000, followed by a trip to New York from 2000 to 2020.
He is known for the "Baby Bulls" featuring such talent as Rick Vaivle, Michael Goulet, Rob Ramage, Gaston Gingras, and goaltender Pat Riggin.
He was also a close friend to Glen Sather, whom he followed to the Rangers in 2000. The 83-year-old, lived in Oakville, Ontario which allowed him easy access to key hockey cities across Canada and the United States.
